The ideea of having a radio is super...
I think there are 2 options:
1. The Dj's send their Mixes to you and after one month they make another one and than and only than you upload them...
2. You should play only 2000-2004 Sets that were great because personaly I didn't hear a lot of them because I cannot download so much music just for the sake of keeping music on the HDD unlistened

that's a good idea .. super sets from 2000-2005
great ideas slash.... I would definatley be able to bring in other dj's from my area... I play at clubs so I know the good ones, I actually am friends with the biggest dj from my area, so I could probably get him to do a mix for us. he's signed to peter rauhofers label star 69 and he's a great dj. we should all set up a tribalmixes conference and talk about things:)
Suggestion1:
Every day there will be a new mix at a specific time, let's say 8 pm. During daytime the mix should be broadcasted twice or 3 times (4 am and 12 am) Users vote for the daily mix. On sunday there will be a rebroadcast of those mixes with the most votes. 1st place and 2nd place will be played as well 2 times at specific times (timezones).
Suggestion2:
Every DJ who is able to connect a shoutcast server or sth equal should have the possibility after accreditation to offer a live set.
Alternative: Each country should have a kind of a studio or a person who is in charge of equipment and stuff
Suggestion3:
DJs Mix suggestions should be shared additionally via ftp - it's much more faster with a single ul-dl

that's why all the insisting on PLAN and PLANNING. see, there must be 2-3 people who's taking on tehnical side of helping interexchange, should be djs willing to run shows, you know, upload torrent or not - no one cares, but when a scheduled radio show is cancelled cause dj didn't feel so - it is a big thing already.
also daily/weekly mix suggestion - there should be someone who's going to take care of that as well. so no matter if you feel this is all overestimated or it is too good, first we need a plan, and until someone takes over the planning thing - nothing will move. i would take it in my hands, but i'm in a coding spree these days... gonna do lottery in a few...
you are right about everything slash, I would be happy to take over the decisions for shows/scheduling/picking mixes etc., I have years of experience running internet radio. Just tell me if you want me to start and ill start right away. I can write you a whole essay on how it should be done:)
It sounds like a great idea, and I would be interested in seeing how it turns out. Keep up the good work.

well, an essay will be just awesome! but few facts and promises as well to start. and to technical aspects. and people-staff aspects. everything!

@ CraigJames: If you have the experience and the time - wow. That could be exactly what we need.
Basically we should go commercial as a main goal. Only then we are able to return our TM investment. Best quality depending music, service and ads are the economic factors to grow... and companies are interested in.
Of course we need a reliable team where each member is in charge of a specific topic...
