Weird ratio warning, page 1

Well, I don't quite get this error/warning:

Quote: your personal ratio is 0.8188 and as for ratio rules explained here in F.A.Q. with your current downloads of 11.10 GB it must be no less than 0.300...
and the verdict is : your downloading rights are REVOKED (no more) until you increase your ratio!

Can anyone explain this to me?
I already bought some upload credits and used them, but didn't work. So any suggestions?
